The grim weather at Corbridge was matched by the poor fare served up by Tynedale and Harrogate in a low scoring encounter.
Tynedale dominated, winning all their lineouts and shoving the visitors off their own ball at set scrums, but they lacked a cutting edge.
Harrogate defended well, but Tynedale let them off the hook with a series of careless mistakes.
Harrogate began well and a good handling move from a lineout left wing Will Yates touch down in the corner after five minutes.
Tynedale were level within three minutes as a catch-and-drive from a lineout saw hooker Louis Frankland score a well worked try.
Just before the break the excellent Rob Parker skipped over for a try, James Blackett converting for a 12-5 lead.
Harrogate were barely out of their own territory in the second half as Tynedale pressed but repeatedly failed to find a way through.
After spurning a penalty chance in front of the posts after 70 minutes, Tynedale were awarded another kick from the same spot after 78 minutes and this time Blackett slotted it.
Harrogate staged a grandstand finish and snatched a losing bonus point with a last gasp Sam Fox drop goal.
